SARC Committee Responsibilities

RHG refers to the club newsletter, The Radio Hill Gazette.
Club Historian Committee
- Provides the club with a status report from the committee each month at the regular meeting and sees that this status is published in the following month’s RHG.
- Keeps a written record of the committee’s activities.
- Obtains approval from the board of directors for any expense to be incurred by this committee.
- Appoints other members to the committee as needed.
- Assumes any other related duties as directed by the board of directors or the president.
Construction Project Committee
- Manages meetings and maintains an inventory of supplies.
- Works on special projects and requests for club builds.
Education Committee
- Organizes introductory and upgrade amateur radio licensing classes and secures an instructor for each class session.
- Secures a room for licensing classes.
- Works to make the classes part of the park district’s or community education district’s regular curriculum.
- Provides class plans and schedules to the person responsible for community course flyers. This may be needed six to nine months or more before classes begin.
- Advertises upcoming classes by submitting an article to the RHG editor as early as possible.
- Recruits and retains “Elmers,” or amateur radio mentors, who can help local hams and prospective hams with instruction, station setup, and operating. Regularly submits the mentor list to the RHG editor so SARC members know whom to contact.
- Surveys members about their needs and preferred timing for license upgrade classes and encourages them to upgrade.
- Publishes dates and times of upcoming local Volunteer Examiner (VE) testing sessions in the RHG.
- Acts as the club liaison for local VE testing activities.
Emergency Communications Committee (EMCOMM)
- Coordinates club support for local emergency management agencies. Maintains memoranda of understanding with local villages and nongovernmental organizations.
- Facilitates training on emergency communications and the ARRL National Traffic System.
- Trains club members and local hams on the Incident Command System (ICS) and the use of Auxiliary Communications (Aux Com) to support emergency communications.
- Supports statewide and local training exercises and emergency simulations.
- Introduces emergency services communication functions to club members, including possible affiliation with RACES or ARES.
- Augments the Village of Schaumburg’s Emergency Radio Team with trained operators and equipment.
Field Day Committee
Chair: Usually the vice president.
- Obtains all necessary permits.
- Reserves the site.
- Plans food and drinks.
- Oversees the logging and submission of the club’s Field Day contacts.
Fund Raising Committee
- Secures drawing and door prizes for the monthly meeting.
- Coordinates fund-raising activities approved by the board.
- Develops and plans new fund-raising activities.
- Keeps accurate records of all funds received and ensures they are turned over to the treasurer for deposit in the proper SARC account.
- Submits RHG articles advertising fund-raising activities.
Membership Committee
- Answers membership inquiries with accurate information, follow-up assistance, and encouragement to join SARC. Inquiries may arrive through voicemail, email, the repeater, regular mail, event information cards, an information booth at a ham radio event, or other channels.
- Produces promotional materials, pamphlets, or brochures as needed to share information about SARC membership.
- Greets members at regular monthly meetings and offers prospective members, new members, and guests a personal contact for questions or assistance.
- Encourages new members to become active by sharing information about committees and upcoming public service events that need volunteers. Forwards the name and phone number of any interested member to the appropriate committee chair.
- Oversees the renewal and retention process for existing members.
- Surveys existing members and contacts those who choose not to renew. Shares findings with the club and committee chairs to help retain and increase membership.
Program Committee
- Oversees and coordinates the scheduling of a speaker, show, presentation, demonstration, or other activity for each monthly meeting.
- Reserves the park district’s VCR and monitor as needed and arranges any other equipment required for that month’s program.
- Reminds the speaker of their engagement the week before the meeting and confirms their attendance.
- Mails the speaker a map to the club meeting and provides a club contact phone number for questions before the meeting.
- Submits an announcement of the upcoming program in time for publication in the RHG, including a recap of the previous month’s program.
- Announces the upcoming program on the weekly SARC net and other nets, including those of other clubs.
- Records the upcoming program announcement to allow playback on the SARC repeater.
- Provides the club with a status report from the committee each month at the regular meeting and sees that this status is published in the following month’s RHG.
- Keeps a written record of the committee’s activities.
- Obtains approval from the board of directors for any expense to be incurred by this committee.
- Appoints other members to the committee as needed.
- Assumes any other related duties as directed by the board of directors or the president.
Program Chair Guidance
Chair: Usually the president.
- Schedules the program after the monthly meeting. The November election meeting has a shorter program that can be interrupted for election results.
- Plans a program of approximately 30 minutes, usually starting at 7:45.
- Arranges for the screen to be shared with members attending through Zoom. Includes narration, rather than pictures alone, so remote participants can understand the presentation.
Public Service Committee
- Secures a coordinator for each public service event. The coordinator serves as the liaison between the event sponsor and SARC and appoints a volunteer to serve as the net control station for the event’s communications.
- Oversees and supports the coordinator’s efforts to obtain enough volunteers for the upcoming event.
- Creates and maintains a SARC public service manual describing how to handle different public service events.
- Surveys and analyzes SARC’s effectiveness after an event. Conducts after-action reviews (hotwashes) to document lessons learned and updates contingency plans to improve participation in future events and avoid repeating mistakes. Develops plans and methods to address problems encountered.
- Ensures that SARC maintains a positive and professional public image with event sponsors and the general public.
- Coordinates between SARC and any agency or organization requesting assistance with public service or emergency communications.
- Maintains an inventory of club-owned communications equipment, including its location and deployment.
- Submits advance notice of planned public service events to the RHG, giving as much notice as possible.
Publications / Website Committee
- Edits and publishes the monthly newsletter, The Radio Hill Gazette (RHG), on the club website.
- Publishes minutes for board of directors and business meetings.
- Provides website links to technical and ham radio information.
- Works with the Publicity Committee to communicate important club activity information, status updates, and schedule changes through the website and email reflector.
- Maintains the club website and database.
- Maintains membership of the SARC-ALL and SARC-BD Google Groups.
- Establishes club forwarding email accounts.
Publicity Committee
- Sends advance press releases to the media about upcoming SARC events of interest, such as Field Day, public service events, and demonstration stations.
- Sends articles and photographs to the media when outlets do not cover SARC events themselves. This includes general media and ham radio publications.
- Requests and stays current with local media submission guidelines.
- Requests free advertisements for SARC events in community event time slots on radio, television, and cable.
- Serves as the contact for media inquiries about SARC.
- Helps members and committees publicize events. Develops a monthly announcement for net control stations to promote upcoming club events and activities.
- Prepares an informational bulletin or press release to give the media when contacted about ham radio.
Repeater Committee
- Maintains the club’s VHF and UHF repeaters.
- Plans and carries out repeater upgrades and reconfigurations.
- Coordinates leased internet access and configures club-owned equipment to interface with the leased equipment.
- N9MVO is the custodian and trustee of FCC license K9IIK.
SARC Net Committee
- Ensures that every weekly net has a net control station (NCS) and runs regularly, on time, and professionally. Publishes a calendar of net control stations on the SARC website.
- Coordinates with other groups authorized to run nets on the SARC repeater, provides assistance, and prevents scheduling conflicts.
- Secures a volunteer to run a media program, such as “Newsline,” as part of each weekly net.
- Develops a standard script for net control stations on each club net.
Silent Key Committee
The Silent Key Committee Chair oversees the transfer of donated items, the sale of equipment for an estate, and the sale of items through club auctions, eBay, or hamfests. The chair treats the family or estate executor with empathy while representing the Schaumburg Amateur Radio Club.
Social Activities Committee
- Oversees arrangements for:
- Summer picnic.
- December holiday party.
- Field Day Cookout.
- Other social functions that are added by the board of directors.
- Obtains any necessary permits for use of Forest Preserve areas or other areas as may be required.
- Oversees the provision of coffee and cookies at the regular meeting.
- Submits an announcement of the upcoming social event in sufficient time for publication in the RHG. This should also include a recap of the previous social event.
- Provides the club with a status report from the committee each month at the regular meeting, and sees that this status is published in the following month’s RHG.
- Keeps a written record of social events and the necessary preparations.
- Obtains approval from the board of directors for any expense to be incurred by this committee.
- Appoints other members to the committee as needed.
- Assumes any other related duties as directed by the board of directors or the president.
Special Events Committee
- Coordinates special events for the club including:
- Field Day.
- Fox hunts.
- Amateur radio demonstration stations.
- Other events as directed by the board or president.
- Ensures that any necessary arrangements or permits are obtained in advance for the use of a location for the event, as required.
- Submits advance notice of planned events to the RHG, giving as much notice as possible of an upcoming event.
- Provides the club with a status report from the committee each month at the regular meeting, and sees that this status is published in the following month’s RHG.
- Keeps a written record of the committee’s activities.
- Obtains approval from the board of directors for any expense to be incurred by this committee.
- Appoints other members to the committee as needed.
- Assumes any other related duties as directed by the board of directors or the president.
Technical Assistance Committee
- Coordinates SARC technical assistance to the Repeater Committee when requested.
- Assists with television interference (TVI) and radio frequency interference (RFI) problems and helps newly licensed hams get on the air.
- Provides training and assistance with electronic construction and troubleshooting related to amateur radio.
- Encourages and coordinates hands-on projects and kit building to increase members’ technical skills.
Volunteer Examiner Committee
- Provides Volunteer Examiner (VE) testing for all amateur license levels and promotes the club and its activities to newly tested hams.
- Reports to the club the number of tests successfully completed.
Youth Engagement Committee
- Coordinates special events for the club, including:
- Fox hunts.
- Amateur radio demonstrations and science, technology, engineering, and mathematics (STEM) support.
- Boy Scouts’ Jamboree on the Air (JOTA).
- Spring Bicycle Ride.
- Winter Field Day.
- SARC-in-the-Park.
- Other events as directed by the board or president.
- Appoints a coordinator for each event.
- Ensures that any necessary arrangements or permits for the event location are obtained in advance.
- Submits advance notice of planned events to the RHG, giving as much notice as possible.
